Who are we?

The West London Alliance (WLA) is a partnership of seven London boroughs, working together for a better West London. The WLA boroughs are Barnet, Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon and Hounslow. The WLA is based out of Perceval House in Ealing and all WLA staff are employed by Ealing Council.
The WLA Digital West programme will contribute towards making West London boroughs and businesses global leaders in understanding and deploying technology to solve people and place-based challenges. Challenges we are focused on include providing more effective and efficient public services, reducing social and economic inequality and achieving the transition to a zero-carbon economy.

Purpose of the role:

We are looking for a brilliant Senior Programme Manager for Data to join our fast growing WLA Digital Team. You will programme manage data projects designed to address borough challenges and create public data infrastructures required for the deployment at scale of 5G use cases, state of the art green technologies and future public services.

Central to the role is the programme management and delivery of the data and GIS elements of 5G West project. This will involve creating a digital map of physical assets (such as street furniture, ducting and buildings) and data assets (such information for energy use) across the 7 west London boroughs to guide and underpin business model development and implementation for 5G networks and emerging use cases (e.g. mobility, energy, healthcare, industry 4.0, city services and enhanced mobile broadband).

You will work closely with the Strategic Lead for Digital and Senior Digital Place Engagement Manager to develop and grow the digital team’s capability and strength to deliver across our digital place, entrepreneurial council and citizens and communities themes.

You will assist the development and delivery of the West London Digital Programme in line with West London/borough priorities and the WLA Digital Programme Business Plan. This will involve providing technical leadership for data modelling and analytics required to develop new business models, de-risk projects for boroughs, provide inputs to boroughs digital strategies and lead modelling for business cases for new large-scale fibre networks, public data infrastructures and 5G use cases deployments.

Engagement with academia and research partners is critical to keep West London at the forefront of technology innovation. A key part of the role will be to support the development of collaborations opportunities for West London with relevant modelling, digital twin and computer science research projects to support boroughs and WLA deliver their place based digital strategies and transformation.
