The WLO is a proposed new rail link that would make travel easier, support jobs and homes, and help West London grow. By making more efficient use of existing freight lines, WLO can deliver a cost-effective, sustainable link that connects people to opportunities like never before.
Faster journeys, cleaner travel, new jobs and homes, and stronger communities: the WLO is the line that unlocks it all.
West London is one of the UK’s most productive regions, with major employment clusters including Heathrow, the White City Innovation District, the Great West Corridor Opportunity Area, and soon HS2. But poor connectivity means people, skills and businesses cannot move easily between them, holding the subregion back and impacting the productivity of the whole UK. The WLO will change that.

This map indicates the route that the West London Orbital line will follow. The route makes use of existing track, currently used for freight trains, and will run as part of Transport for London’s Overground network, connecting with HS2 and the Elizabeth Line at Old Oak Common.
The WLO is supported by the Mayor of London and the map detailing the scheme from the Mayor’s Transport Strategy can be downloaded from the link below.
By using existing rail lines, the WLO is quicker to build, costs less, and causes less disruption (with no major tunnelling or land acquisition), delivering big benefits for taxpayers and the environment. It could be up and running by the early 2030s.
The WLO will cut travel times by up to 42 minutes, link 4+ boroughs, and connect nearly half a million people to HS2. That means easier access to jobs, schools, and leisure… especially for deprived areas that need it most.
£474m wider economic benefits
Connecting deprived communities to jobs and education
Unlocking 10,000+ new homes
Supporting the modal shift from cars to rail
Reducing car dependency and congestion, improving air quality
Supported by the Mayor of London, all West London boroughs, and the local business community – West London is united behind the WLO. Together, we’re building a rail link that will transform travel and unlock opportunity in the subregion.
