Responsible for the administration and support of the £27million WLA Work and Health Programme, facilitating the successful delivery of the programme to meet WLA’s strategic aims across seven London boroughs and external partners. This will involve administering the reporting and accounting requirements for the European Social Fund (ESF) grant for the WLA Work and Health programme and develop systems necessary to ensure that requirements continue to be met in compliance with stringent quality and regulatory requirements.

The postholder will play a key role in ensuring value for money and maximising the impacts across local communities through capturing and disseminating lessons learned and emerging best practice to further support, enhance and positively influence future policy and programme development both within the WLA partnership and externally (locally, regionally and nationally).

Significant experience of managing ESF Programmes will be essential in handling claims of up to £6 million annually.

KEY ACCOUNTABILITIES:

  • Be the first point of liaison with internal WLA stakeholders including procurement, legal, accountancy and data security teams on any matter to do with the management of the WHP contract and ESF grant, escalating complex matters upwards to the Project Manager as necessary.
  • Develop and sustain effective working relationships with internal and external stakeholders across west London and with London and central government contacts including the GLA, DWP and others.
  • Work with the Programme Manager and Project Manager on matters connected with strategy, procurement, monitoring, performance and budget reports for the programme.
  • Responsible for completing project claims, liaison with the Finance team, production of programme level reports for project reviews, production and verification of data for various reports, collating staff timesheets, calculating journals and submitting these to Finance, compiling financial information for audit etc.
  • Manage the data requirements of the programme and initiate, develop, implement, and monitor appropriate systems and analysis of management information to ensure the good running, monitoring and evaluation of the programme.
  • Administer contract payments, validate selected job start and outcome claims and adjust contract payments to reflect any un-validated claims, ensuring that contract payments (and other expenditure) are reconciled to ESF grant claims and supported by relevant documentation.
  • Develop with the Project Manager appropriate audit and evaluation arrangements for the programme, including assisting with the administration of a separate evaluation contract.
  • Implement appropriate best practice in programme management, including programme closure arrangements when required.
  • Provide high quality written and oral internal and external communications on any matters associated with the Programme, including answering general correspondence and queries from Leaders, members, officers, and the general public on all issues associated with the programme.
  • Maintain relationships with other bodies that have an interest in and influence over west London issues.
  • Undertake any other duties that may reasonably be requested appropriate to the grade.
