Job description

The West London Alliance is a group of local authorities committed to a programme of collaboration and innovation to improve outcomes for West London. We deliver initiatives across the sub-region, working across borough boundaries and focussing on the priority areas of economy and skills, employment support, mobility and transport, digital, social care, and housing.

The Commissioning Alliance (CA) delivers the WLA’s Social Care and Housing Programme.  The team is looking for a Special Educational Needs (SEN) Service Delivery lead to support the ongoing service delivery and commissioning activity provided to member authorities across London and the Home Counties. The role will be supporting Local Authorities with fee negotiations with SEN providers, looking to get more providers to engage with the CarePlace system and supporting Local Authority engagement. The role will also support process improvement and implementing efficiencies in the centralised SEN brokerage team, as well as delivering commissioning work and looking to grow the SEN service.

We are seeking an individual who has a flair for making a difference to the lives of the young people we support and someone keen on collaborative working, who has good attention to detail and is highly skilled at building strong working relationships with multiple stakeholders. You will ideally have extensive experience of the SEN market and have led a team or service to improve outcomes and the lives of SEN children and young people. The ability to negotiate and challenge SEN providers, whilst looking to drive best outcomes and best value for local authorities, using innovative market development techniques is also important.

You will be at the heart of driving efficiency, value and innovation across local authorities so a successful candidate will need to bring substantial energy, enthusiasm and good customer service skills in order to be successful in the role.

The role is a part-time post on a fixed term 12 months contract, with scope for some flexibility. Secondments are welcome. All secondments must be authorised by your line manager prior to completing the application form. This role is subject to Ealing Council’s enhanced vetting process.
