Fixed Term – Three Years
The Commissioning Alliance are embarking on a pan London Housing Standards & Inspection Service which will regularly inspect Temporary Accommodation, initially consisting of Bed & Breakfasts and Studio Apartments which are used to house vulnerable people / families. The aim of this service is to ensure quality across the sector and to ensure the standard of accommodation meets minimum standards. This is a new programme being established by 31 London Boroughs – instigated by the London Housing Directors’ Group and delivered by the Commissioning Alliance. The successful candidate would be expected to:
• Develop and maintain effective working relationships with commissioners and subject matter experts across 31 Boroughs in London.
• Develop a detailed understanding of the issues facing the London’s Temporary Accommodation Market for Providers, through the effective collation and analysis of data.
• Initiate and lead sub-regional projects and change programmes to drive improvements.
• Develop sub-regional strategies in partnership with wider stakeholders.
• Identify opportunities to streamline systems or processes in order to deliver efficiencies or improved outcomes.
• Market development of independent, private and voluntary sector providers.
• Support the development and implementation of Provider on-boarding functions, including writing service specifications, developing and implementing outcome monitoring frameworks, managing contracts and ensuring compliance with contract procedure rules
• Champion innovation, with the ability to identify best practice and identify innovative ways to share/scale solutions.
• Constructively and diplomatically challenge practice where appropriate.
• Work with Service Delivery Lead and Lead Inspection Officer to develop a future DPV for Setting the Standard.
The role is envisaged as a full-time post of up to 35 hours, with scope for flexibility or part time. Secondments are welcome. This role is subject to Ealing Council’s vetting process.
